Polish Foreign Minister Radosław Sikorski warned European allies against negotiating an end to Russia’s war in Ukraine without Eastern Europe’s security interests, telling journalists in Warsaw that Western Europe must not deal with Russia “over the heads of the east Europeans.” He said Finland, Norway, the Baltics and Poland — about 120 million people — cannot be left out of the conversation.
