Al Jazeera reported that authorities of El Hierro declared an emergency and asked the government in Madrid for help after more than 3,300 people arrived on the island in about 30 boats since the start of November, with local leader Alpidio Armas citing concern over the sharp increase and the need for cooperation with higher-level institutions.
